This problem can be eliminated a few different ways. All exposed water lines should be well insulated or you can use electric pipe heating cables to keep the lines warm. Most outside hose bibs have a shut off valve located inside the house that can be turned off and the bib can then be drained. ALWAYS disconnect garden hoses from the hose bib as residual water in the hose will freeze and could possibly split the water line.
